ADGM Activates Broker Classification System

Abu Dhabi Global Market (ADGM) activated its Broker Classification Framework, introducing a structured system for assessing licensed real estate brokers operating within its jurisdiction.

The framework considers transaction activity, continuous professional development and customer feedback. Brokers will be classified across five tiers: General, Bronze, Silver, Gold and Platinum. The system was first introduced in February 2026 and has now moved into its implementation phase.

A New Measure of Broker Performance

The framework is intended to give buyers, sellers, landlords and tenants an additional reference point when choosing a broker.

Clients have traditionally relied on recommendations, online reviews, active listings and an agent’s own marketing. The classification system introduces a more structured assessment based on transaction activity, professional development and client experience.

A classification should not be the only factor considered when selecting an agent. Experience in the relevant community, knowledge of the property type, pricing accuracy and communication will continue to matter.

However, the system could make it easier to assess brokers using recognised criteria rather than relying entirely on promotional claims.

Customer Feedback Enters the Classification Process

Feedback from property owners, buyers, sellers and tenants will form part of the assessment process.

This places client experience alongside transaction performance and professional development. Deal volume will therefore not be the only factor considered when identifying high-performing brokers.

The detailed scoring method has not yet been published, so it remains unclear how much weight will be given to customer feedback compared with transaction activity and training.

What It Means for Brokerages

The framework is likely to increase the importance of reliable transaction records, ongoing agent training and consistent client service among brokerages operating within ADGM.

Brokers seeking a higher classification will need to demonstrate performance across more than completed transactions alone.

ADGM’s Registration Authority will hold workshops and engagement sessions with brokerages during the implementation process. These sessions will provide further guidance on how the classifications will operate and identify areas where brokerages may need additional support.

The Classification Is Limited to ADGM

The framework applies to real estate brokers operating within ADGM’s jurisdiction, which extends across Al Maryah Island and Al Reem Island. It should not be interpreted as a classification of every broker or brokerage operating across Abu Dhabi.

This distinction will be important when brokers and companies begin referring to their classifications in marketing. A broker’s tier will reflect their assessment under the ADGM framework, rather than a comparison with all real estate professionals working across the wider emirate.

What Happens Next

Further guidance is still required on how scores will be calculated, how often classifications will be reviewed and how clients will be able to check a broker’s current tier.

The framework nevertheless introduces a clearer way to assess performance within ADGM’s property market. Transaction activity remains important, but professional development and customer feedback will also contribute to how brokers are classified.
